Transferred the site to the classic virtual hosting - the error has disappeared.

    The easiest option is to install linux (at least as a virtual machine), raise a local server there, the same LAMP, for example, and use this environment to debug / develop the site.

    It is logical that everything was started on the hosting. There, unlike your desktop, there is a server linux.

    In general, it is better to refine the site in the most similar to the productive environment. And Windows in this regard is a bad choice.

Create an ftp user on the hosting, place the site in any folder on your computer and set up (by dragging the Sublime folder) ftp connection in it. OSpanel is still a crutch, web development does not cause such (and not only) problems under Linux. Sometimes it is worth trying once to avoid torturing yourself in the future. And yes, the problem is not the open server, but the fact that you are on Windows.
