Hello! It just so happens that I am a novice android developer and make a small project application on a smartphone, where a function of recognition of numbers like the one in the photo is required. How can I implement this, what libraries to use, what steps to do this?
- Specify how to perform recognition - you can first manually select a recognizable area, or should the program itself determine the area for recognition? - Barmaley
- @Barmaley, first manually select the area that will be recognized. - Mykhailo Khadai

On the githaba a zoo of such developments. Here is the link to the search .
Here is one of the simplest solutions and separately its code .
But I think that you may need a more complex solution, since you are going to determine the data from the counters.
Also articles useful for your topic will be useful, start with this:
Capture meter readings on the phone, followed by recognition
And on my own I would advise you not to take a photo immediately with a bunch of elements to determine. Make test options, cut out the individual numbers (right with the squares in which they are located) and practice identifying them first, and when it starts to turn out - expand the test options to full photos.
