I am new to python and its Django library, and therefore please forgive if I am in some places incorrect to formulate a problem.

And so, we proceed to the problem itself. When trying to start the server still an "empty" project, by executing the python manage.py runserver command, the console returns the following error.

I have already read other articles on this site, and no, the trouble is not in the account name, and there are no Cyrillic characters on the way to the file. I am confused and hope for understanding.

Thanks to the user andreymal !!! In fact, my computer had Russian characters in the name. After their removal, everything worked! Thank you so much!
