Also, when I want to install the library from nuget, I get an error that the host forcibly broke the connection.

I have a suggestion that these two problems are somehow related. My internet is normal. Who knows what to do?

In my case, the problem was in the tunneling protocol. I had pptp, I changed it to l2tp and everything started working
