it is better to write a flash drive from Windows under the RUFUS program, and if you wrote an image in Linux with a standard utility, then apparently a broken image, if on Windows an image was written to a flash drive, then Rufus should fix the situation

    Try installing through the Graphic installation, turn off the safe boot in Bios (like so called), if your disk partitions are different it does not affect the installation. I had 1 Windows disk during the installation and I divided it during the installation.
