But how your chosen browser will behave when you try to re-access a file that has already been downloaded, depends on the settings of this browser. Influencing them (settings) from the site is impossible. But most likely, your browser spends time not on reloading an existing file, but verifies that the file to which it is trying to access the site is already in the repository (“cache”, as @Rules correctly noted).
