My project works on windows-1251 (I don’t know well, because of inexperience I did it) everything in this database encoding, php scripts and system components.

I want to transfer the entire project to UTF-8.

With databases, everything seems to be clear, changed the encodings and tables and the basic encoding, and everything is fine.

How can I transfer the file to UTF-8 so that I do not rewrite the texts in these files, are there any methods? And then if I translate right now will be everywhere ?????

Found the answer itself. The UTFCast Express program https://www.rotatingscrew.com/utfcast-express.aspx transferred all files to UTF-8
