You can move the panel below:

.mw-head {margin-top: 1.6em;}

The panel will snap into place (to page).

You can also make a widget available by adding position: relative; z-index: 1; position: relative; z-index: 1; widget center tag.
In this case, you can choose a language, but there will be a gap between the navigation tabs and the page.
