What kind of avatar picture on this site? Is it something like a barcode and can be read in binary format? Periodically I meet such squares in the internet, but I don’t know what it is.

These are user avatars. These avatars are not stored on hashcode or other sites. They all load centrally from http://gravatar.com/ .
If the user has not completed the registration procedure on the gravatar website, then in response to an avatar request, a special picture is sent which is called Identicon . This picture is generated based on the md5 hash of the user's email address.
Here is an example request for a gravatar server:
https://secure.gravatar.com/avatar/09d66d951b7163d666cbe4c8c09e37f4?s=128&d=identicon
And now try to change a couple of letters or numbers in a hash.
You can even like this:
https://secure.gravatar.com/avatar/hello,world!?s=128&d=identicon

I think it is http://ru.gravatar.com/
