If you ask about objects on the game scene, then the simplest solution to the problem is to raise the camera :). Ie, at the start, calculate the screen resolution and raise the camera to the level when everything will fit.
To avoid any "empty" sections, you can expand the field with some kind of "plugs".
If you are talking about the interface, then the CanvasScaler component and the anchor setting help you. Unity has a small manual on this topic.
