But I was told that this is stupid and not at all fashionable now, this is not relevant and no one will use the unit, the main thing is simplicity, not usability. The block leaves around the corner for a hover event and does not interfere in principle, the only difficulty is to edit each topic with any changes in the main one. But in any case, this should not be some kind of traveling panel, but at the maximum a link like "Customize the look of the site."

    Themes, if screwed, are usually small color schemes that overload a small piece of styles, such as: background caps, background color and links. Everything. In no way should you change the interface in a coordinated manner.

      Do not listen to anyone, make this chip, but not as the main one in your site. Very small and inconspicuous, and never make it travel from somewhere, otherwise it looks like an advertisement.
