To do this, you need to know the local ip of the laptop (notebook_ip). and connect the tablet to the same network to which the laptop is connected. Further...
If on Windows:
At the command prompt, type:
ipconfig
If on MacOS laptop:
In the terminal we type:
ifconfig
If on Linux:
In the console type:
ip addr
After finding out the local ip of the laptop, in the browser on the tablet we type:
notebook_ip: 3000

Why the above method may not work.

1.) If the server is running just on localhost. That is, the server listens only to the address 127.0.0.1 and it does not care for requests coming to the ip of the local network.
2.) If a firewall blocking the connection port (in this particular case, 3000) is raised on the laptop.
