It is necessary for me to have a country view on the map, 10 cities were noted there, then it should be divided into several districts, and each district should be divided into several sections, and the sections already on labels on the map. The question is how do I organize all this so that several levels of clustering can be traced.

At first I tried to do everything through objectManager, but it did not work, because some brands did not cluster, but were nearby, and I could not divide clustering into several levels, since I needed to show data on sites, districts and the city. I receive the data on API in json.

Please advise me how to do this? It may be better to just take and cluster everything in order. 10 tags to the site, 5 sites to the area, and they are already in a full-fledged city, just if you push all the data in the objectMAnager, it turns out chaos, which I cannot control.
