The folder will not be system simply by the fact that it will be desktop.ini - you probably mean the system attribute of this file.

When you change some properties of the folder (right-click, properties), for example, change its icon, hidden and the system file desktop.ini will automatically appear .

    Run attrib +s namefolder in console
