Well, you obviously did not attach all the code, but essentially

 window.jQuery || document.write('<script src=\'/bundles/collagefrontend/js/jquery-1.11.2.min.js\'><\/script>');

This is such a safety net, the jQuery script is loaded from CDN above, but if for some reason it did not boot ( CDN fell), its local jQuery loaded. Checking is just by the presence of the jQuery object in the global scope
