Window has 2 properties: ShowActivated="False" and WindowState.Maximized

And faced with such a problem:

System.InvalidOperationException: "The window cannot be shown if ShowActivated is False , and WindowState is Maximized ."

And it is necessary that the window be full screen and that the window does not take the focus on itself when it appears.

UPD: So far I have solved the issue, although it does not block the start (control panel):
