mknod, but the arguments need somewhere in the descriptions of the system to look for.
ls -l / dev says that there are many of them and major for all 4. It seems (in time) that they are created when the OS boots. I, frankly, do not understand what they are connected to on my virtual machine.
Read man 2 mknod, man 4 ttyS, man 4 tty and SEE ALSO in them. Maybe something useful will find.
