It all depends on the specific camera:
- If the camera is mobile, then you can write an application on Xamarin.
- If the camera is connected to a PC, then everything depends on the API provided by the software or the camera driver. If there is such an API, then it is easily implemented, otherwise you will have to write your own driver, which, it seems, cannot be done on .NET.
