I want the repository not to be cluttered with garbage, including files like:

superFile - копия.xml superGod - копия.qml ΠΈ Ρ‚Π΄. 

I ignore .gitignore as follows

 # Random files *копия.qml *копия.xml *\320\272\320\276\320\277\320\270\321\217.xml 

The last line is how it sees its git status.

Does not work. How to make the files under such a template ignored?

On the advice of andreymal I checked the encoding of the .gitignore file, it turned out to be ANSI Cyrillic 1251, after conversion to UFT8 everything worked as it should.
