Please tell me how to choose the right access system, if I have a resource where there can be many companies with departments, each department has its own identical functionality and I need to separate each department so that I would see only that for my company and my Department, the rest I should not see.

Preferably with flexible settings.

Found an example of ABAC from CraftCamp / php-abac, but until the end I can not understand it. Can anyone help or teach how to do it right? Thank you.
