You did not write what OS (7,8,10?).
For example, I will give the option of how this can be turned:

In Windows 10 since version 1703 , a screen capture function has been introduced.
In order to capture the selected area, press the key sequence: Win + Shift + S , then select the required area and simply release the left mouse button.

Windows with the highest level of protection UAC switches the system to the Winlogon secure desktop before displaying the UAC window. You can disable the secure desktop:

  • Using Group Policy Editor: secpol.msc -> Local Policies -> Security Settings -> Disable User Account Control: Switch to a secure desktop when prompted to increase ( User Account Control: Prompt for elevation )

  • Using the registry: Set the HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Windows \ CurrentVersion \ Policies \ System key to PromptOnSecureDesktop set to 0.

However, the question remains: what if I want to make a screenshot of a secure desktop? As it turned out, this can be done. For this you will need:

  1. A program that can save screenshots to a file by pressing a hot key (for example, Greenshot ).

  2. PsExec utility from the PsTools package.

To create screenshots of the secure desktop, you need to run our screenshot program on behalf of the local system on the WinSta0\Winlogon desktop. The command line to run looks like this:
