APK icons do not matter. This applies to the icons for display in the store, which the developer himself adds and does not apply to the APK.

They will automatically round the icons, add shadows, etc. and etc.

But at the same time, they lay out how to "need / don't need" to draw icons, not to make a transparent background, etc., and so on.

Who can explain in plain language what this means for creators?

    As it is written in the beginning of the article: Google recommends making icons like this. This is the experience of his research successful applications / overall attractiveness. They can ban a lot for what, but it will definitely not be for icons :) - Jarvis_J
