Problem when installing Pygame via pip

I try to install the Pygame library for Python via pip. I run the command line and write:

pip install pygame 

But an error occurs:

 "pip" не является внутренней или внешней командой, исполняемой программой или пакетным файлом. 

The version of Python 3.7, pip is installed, but you still cannot install Pygame. I did not find a solution to my problem. Help me please.
