1e I can advise (which is already advised in principle) to ping the site:

on the command line:

ping freelife.tj

It gives me:

Packet exchange with freelife.tj [178.63.95.130] of 32 bytes:

....

Pay attention to the ip address, if the ping command cannot determine the ip address then the dns registrar is guilty of this, otherwise the problem may be with your provider, ask your friends (preferably that they have different providers from yours) to execute the same command (ping )

If the ip address is determined correctly, but the packet exchange does not occur, then the hoster is already guilty (again, your provider may be guilty, ask your friends to execute the command).
